You don't have to blow the whistle to re-start play after a goal, do you?

We often see play start at the centre-line after a goal is scored without the umpire blowing the whistle first. The umpire must ALWAYS blow the whistle to indicate that ALL players are in position & ready to start playing the game again. DO NOT allow play to re-start until all players are positioned correctly and you are satisfied that all is FAIR to start playing again!
Otherwise something like this might occur! Is this fair? .....
